Abstract
Blackouts of electric power often result in huge economic losses to power grid enterprises and society. To indicate the losses of accidents, this paper introduces the concept of the accident cost of distribution network failure, analyzes the various factors affecting it and figures out the calculation formula of it. On the basis of fuzzy theory, we use weight of power failure influence to describe the influence cost of blackout under different time and aera conditions together with the ROVTUE, etc. Finally, the paper proposes a new method to estimate the accident cost of distribution network failure and applies it in practical examples.
