Abstract :
Under the circumstance that the market reform of power industry is being advanced constantly in China, the existing power-factor regulating tariff could not promote the electric power consumers to compensate for the reactive power effectively. Besides, the present charging mechanism for reactive power in user-side has a series of problems, and has bad influences to the grid. This paper studies the actuality and the problems of the existing power-factor regulating tariff in China. Moreover, this paper also studies the current international and domestic reactive power charging experience; some improvements are made to the present power-factor regulating tariff in China. By establishing the classified user power-factor adjustment system considering user´s power consume behavior and determine the power-factor standard level with restriction to the voltage quality and transmission loss, a more scientific power-factor assessment criterion for different kinds of clients is established.
