Abstract
How pointing error requirements are levied on the small mobile terminals that are currently being deployed by the Army in the Ku-band and Ka-band will have a profound effect on the complexity and cost of these terminals. This paper explores what kind of pointing error requirements should be applied to small mobile terminals in order to protect adjacent satellite systems but still permit designers the maximum flexibility to meet their system objectives. The paper will provide background how pointing error requirements have been treated in regulations and standards for other mobile satellite services (MSS) operating in Fixed Satellite Service (FSS) bands and will present an interference analysis of these requirements, drawing conclusions on the relative merits of the different types of requirements. Finally a proposal will be made to update the MIL standard for SHF frequencies, MIL-STD-188-164A, for mobile point error.
