  • Abstract
    This paper aims to propose an effective regulation system for industrial water environment, in order to handle the conflict between water environment quality and economic development. Firstly, the current industrial water environmental regulation system in Taihu Lake basin of Zhejiang province is analyzed, and the key problems in the system are pointed out. Then, for solving this problem and protecting the regulatory effective implementation, we propose an effective regulatory system for the industrial water environmental in Taihu Lake basin of Zhejiang province, which has turned from the traditional regulatory system with local government as the sole regulatory body, to the central-local-public cooperated regulation system with administrative and judicial supervision from government of higher levels, and also social supervision from the public. This system forms a two-tier regulatory structure with a core level and secondary level, and a bi-directional regulatory model with top-down regulation and bottom-up supervision. Finally, a running process of this regulation system is designed for the Taihu lake basin of Zhejiang province, and some suggestions are given.
