Abstract :
This paper explores the feasibility of an alternative top down approach to building operational models of a common information model for an entire interconnection. The top down approach is based upon mapping the NERC MMWG model to the measurements that are being transferred using the NERC inter-regional security network. The author is very cognizant of the obstacles that have been encountered in the past with mapping planning models to work with real-time data. The proposed approach is based upon a number of industry collaborative efforts and a number of new techniques, which are described
