General requirements that must be addressed when planning the addition of a FACTS controller to the system are discussed. The traditional planning process is reviewed together with the potential impact of a new electric power industry structure. System constraints that are to be relieved and the tools and techniques useful for planning and successfully integrating FACTS controllers are addressed. A New York Power Authority (NYPA) case study is presented
