Abstract :
Distance & open education mainly focuses on students by employing large number of ICT, especially the web technology. In terms of time and space, the learners and tutors are in the state of asynchronous as well as quasi-separated state. In distance & open education, the educational administration plays a key role throughout the process from the students´ registration to their graduation. So the strength of educational administration represents the overall standard of management system and the whole school. Also, the teaching quality is directly determined by its quality and performance of the administration in distance & open education. With the research methods of educational systems engineering, the paper reveals the systems analysis and systems thinking in a logical way. Based on the integration of all kinds of resources of educational administration, it can also strengthen the quality and level of educational administration and give full play to the overall advantages of the system and then optimize the results of the system.
