Abstract
This work presents a model of the decision-maker´s problem in the economic intelligence context. Our goal is to describe the decision-maker´s problem as explicitly as possible in order to help the watcher understand the real information need of the decision-maker. Our model takes into account three data categories: the environmental data, the organizational data and the personal data. In fact, we believe that to satisfy the decision-maker´s information needs, the watcher (or the information provider) must understand not only what information to gather but also must understand who poses the problem (the decision-maker) and why, that is the context of the problem.
