Abstract
An important assumption with respect to the Universal Mobile Telecommunications System (UMTS) is the anticipated integration into fixed broadband telecommunication networks using intelligent networks (IN) concepts. In this context, the UMTS mobile-specific functions could potentially be implemented as IN-like services. This paper elaborates on the design and modeling of the handover control functions from the IN viewpoint. The resulting model is capable of handling in a generic way the handover requirements of different radio access mobile systems considered for UMTS. The proposed handover control protocols, are at this level of abstraction, radio technology independent
