  • Abstract
This paper proposes a new methodology to evaluate a figure of merit (FM) for an advanced global, multibeam mobile satellite system. It serves a variety of users, with standards A, B, C and aeronautical terminals. Formulae are proposed to calculate the revenues and the cost of both the space and earth segments. It is concluded that in planning such a complex system, it is essential to calculate the FM, not only for the spacecraft but for the combined effect of the earth and space segments. Such a methodology is proposed and can be applied to any GEO/LEO, mobile or communication satellite systems
