Abstract
This paper outlines the principles of traffic engineering and radio capacity planning for a GSM cellular network in the presence of inhomogeneous spatial traffic distributions. It is demonstrated that a calculation of the total radio network capacity based on theoretical Erlang formulas overestimates the real network capacity in an inhomogeneous traffic scenario, A method for calculating a “realistic radio network capacity” is presented which takes into account the regional cell load statistics and is, hence, more adequate in a real network
