Abstract :
In this paper we propose a handoff scheme with two-level priority for the reservation of handoff request calls (HRCs) in mobile cellular radio systems. We assume two types of mobile subscribers (MSs) with different distributions of moving speed, that is, users with low average moving speed (e.g. pedestrians) and high average moving speed (e.g. cars). A fixed number of channels in each cell are reserved for HRCs. The remaining channels are shared by both originating calls (OCs) and HRCs. Both kinds of HRCs make their own queues. Out of the channels reserved for HRCs, some are reserved exclusively for the high speed HRCs. The system is modeled by a three-dimensional Markov chain. We apply the successive over-relaxation (SOR) method to obtain blocking probabilities (BPs) of calls, forced termination probabilities (FTPs) and average length of the queues for HRCs. It is shown that FTPs of HRCs can be smaller than BP of OCs and FTP of high speed HRCs is smaller than that of the low speed ones
