Abstract :
This paper uses the graph model for conflict resolution (GMCR) to model and analyze strategic conflict in Brownfield redevelopment, which is a major issue in Canada and around the world. As a case study, a graph model of the conflict surrounding the ERASE program, implemented in Hamilton, Ontario, Canada, in 2001, is analyzed using the recently-developed matrix representation. Final equilibria (stable states) include no redevelopment, redevelopment by the private sector, and redevelopment by the public sector. These three equilibria seem to correspond to the outcome of brownfields conflicts in various cities in Ontario, including the ERASE program in Hamilton, showing the potential of GMCR to predict impacts of policy modification and to improve policy-making in Brownfield redevelopment.
