            Abstract : 
The evolution of a fully distributed control architecture for multimedia communication sites that is consistent with multiuser, multilevel security requirements is described. The architecture distributes the multimedia control information and processes at the communication site, and uses asynchronous interprocess communication to distribute media-utilization and traffic-load statistics without any greater interference or delay to intersite communications than in a centralized implementation. Security and algorithm-design conditions for which the delay is less than a centralized implementation are identified. The communication site model and control requirements are briefly described
