  • Abstract
    The development of computer application systems using traditional data processing methods has been labor intensive, error prone, slow and extremely costly. Information engineering can solve these problems. It addresses strategic planning as well as analysis and design. It is mainly data driven, not procedure driven. In an information engineering approach, however, the data dictionary manages only the meta information of data and data model does not represent abstractions of entities sufficiently. Therefore we propose U-turn methodology as a new system development methodology based on data engineering. We also suggest an entity structure relationship data model as a data model for data engineering.
