Abstract
A PC-based linear-programming model that has been applied to prototype a military communications network design with increased survivability and minimum cost under a baseline planned configuration is described. The tradeoffs involved in maintaining a specific grade of service, assumptions and availability of data sources, and costs of the access links in the telecommunications system are discussed. Solutions generated by this model for the access portion of a theater-wide network architecture, demonstrating that cost savings and increased survivability are simultaneously possible relative to a baseline in a single design solution for a portion of the network, are presented
