Abstract :
Human beings are the creators of all civilizations, the city is creating a lot of human beings, and also the city is the crystallization of human wisdom. The urban economic development is close with the survival and development of human beings. At the same time, the economic development and the urban traffic and transport are closely related. Security issues become increasingly prominent; we must pay attention to security issues with the traffic and transport safe. This paper with Shanghai city as a case, one of China´s largest cities, Shanghai is also China´s largest port, Shanghai´s waterways safety an important part of security of Shanghai. We use the AHP method to help China MSA (Maritime Safety Administration People´s Republic of China) to build up a Risk Evaluation System evaluate the waterways risk and protect the safe of waterways.
