Abstract :
This paper presents a method using terminal reports for 24/7 monitoring by selecting an optimum set of subscribers that can be incentified and let their devices become measurement points for a service provider. This method provides benefits for both subscriber and service provider and applies to all services provided over large scale networks. The method presented is work in progress.
