Judgment of policy advises; the disharmony between judgment and registered problems

Abstract :
Written texts like policy advises are often reviewed and judged. In this study we analyze the expert judgments of 39 policy advises on the same issue. The judgments are given in three different forms. The results show that the judgments of the policy advices are not reliable. And there is little correspondence between the judgments and the registered comments; they are not directing to a specific pattern. This leads to the conclusion that a good judgment of professional writing is not possible. But there is a suspicion of the possible existence of a functional step in professional writing.
