Abstract
According to the radial theory and waveguide theory, the paper deals with several problems about propagation of the electromagnetic waves associated with earthquakes. It is supposed that ULF and VLF SEMSs which could propagate far are mainly via groundwaves. The cut-off frequency for the atmosphere-crust wave guide is also estimated.
