Abstract :
A support system for disaster relief operations is developed. This system aims to help a disaster relief team composed of those at a disaster response headquarter and those at a disaster area to conduct relief operations at remote sites. Since cellular phones and Internet communications are ineffective at the time of emergencies, our system establishes private network communications by using long distance wireless antennas. Furthermore a wireless antenna can be installed on the roof of a patrol car so that the headquarters enables communications to be made within a range of 10 km in the radius. The effectiveness of the developed system to support disaster activities was verified by the results of operational exercises at an actual disaster control center in Tokyo.
