Abstract :
A concept known as ldquosituated-optimal planning strategyrdquo is proposed to build optimal strategies for disaster response. This concept allows one to choose optimal actions according to certain situations in order to reduce the damage. To evaluate the concept in the field of disaster response for earthquakes, we propose using a multi-agent system (MAS). In the MAS, the situated-optimal planning strategy can be mapped onto the decisions made by agents in the simulation. The results of simulations are used to evaluate the concept of situated-optimal planning strategy.
