An integrated control/precaution/analysis decision model for telecommunication operator´s investment management

This is an application research paper on China´s mobile operator´s investment management. In order to make investment decision more accurate, it is very important to consider not only the operator´s financial aspect, but also their internal operation process. By tracing the operation process and analyzing the financial response simultaneously, the paper works out three important functions that a better investment model should has, which are control, precaution and timely analysis, then the layer structure and managerial logic to integrate these functions has been set up. To disclose internal impacts between layers, the paper has done very deeply breakdown work, analysis the critical process and core indexes of each layer, and finally links them up to an integrated investment management model. This model has been implemented by China Mobile Group and has achieved a very good result.
