After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The paper analyzed water consumption and the yield of winter wheat in Liuyuankou irrigation district, and built water production function of the winter wheat. The studied the calculating method of water consumption under peak yield and the lowest water requirement coefficient respectively. According to the above method, the paper selected four typical irrigation districts in lower Yellow River to analyze water consumption range of the main crops. Combining with local precipitation, the paper calculated the main crops irrigation quota. The irrigation water demand from Yellow River was 6.0 billion cubic meters based on this research, and the value was 1.5 billion cubic meters lower than Yellow River irrigation water consumption in the recent years. Besides, the paper researched the reason of so high actual irrigation water consumption, and gave some advices about reducing water resource waste and improving water use efficiency.
