After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Government intervention is a constant, intervention model and time series model together using in the process of social management intervention model,economic and social policy changes or sudden events do not ignore the impact of government or social effectively, its influence degree after intervention? This is what intervention analysis model to solve the problem.
