After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

For construction projects with long period, it is not enough to only assess it´s final effect for construction companies, but sometimes need to longitudinally evaluate the same item on the operating conditions and effects at different time, which requires the research on dynamic comprehensive evaluation of the project management effect. The core issue of the dynamic comprehensive evaluation is to determine the weight vector. This paper mainly adopts the technique of “longitudinal” scatter with principle of different driving, to calculate the weight of project evaluation vecter in dynamic comprehensive evaluation during different time.
