There are is density people and frequent disaster in China coastal. With nature disaster increasing frequency, economic and life losses is more and more. Most region have initially constructed their emergency system. But there aren´t construction standard now, the construction difference is obviously. The paper analyses the problem about nature disaster emergency system in China coastal. Then taking Chongchuan region Nantong city as an example, combining nature disaster characters and society-economic foundation, the paper make emergency system regionalization, and construct emergency system soft environment and hard environment. The emergency system makes every effort to keep city pre-existing pattern, and meet the need to prevent disaster. The emergency system can make a reference to other coastal city.
