The low-carbon economy will be the important growth poles and drive power for regional economy as a new development model. Hubei province has the foundation and resources to develop low-carbon economy as a big province in central section of China. At same time, Hubei province faces much problem and challenge on regional economy structure, technology condition, industry foundation, energy lack and environment crisis. Hubei need build holistic supporting system, join the power of government, market, education and social progress, and realize successful transfer to low-carbon.
