Industrial cluster as a phenomenon of economic operation, which has become a effective organization form to enhance the local and national competitiveness. It has very important significance to research and explore the risk problem associating the development process of the Industrial cluster continuously. This paper analyzes the characteristics and causes of collective risks on Industrial clusters from the perspective of collective, and put forward a assumption to build industrial clusters collective risk prevention mechanism basing time dimension as the starting point.
