After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The university teachers group of backing from oversea is a unique advantage of international talent education, in China, they are important human resource, and they play an important role in the education career development. Fairly and reasonable performance evaluation index system is very important for them. And arouse their initiative and creativity in the research of the teaching and the scientific, the article of analytic hierarchy process (ahp) to study the performance of the returnees´ exploratory research evaluation.
