After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Owing to its perfect school running conditions and excellent achievements, rotary public school became one of the best secondary and primary schools during the two historical periods: the reign of Northern Warlords Government and the reign of National Government of China. Its development reflects the national spirit of the historical period and its special school running mode, especially the management mechanism, can offer reference to the current national education.
