Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Through the analysis on the data from the investigation on the farmer households and the part statistical materials about Gushi County of Henan Province, we´ve got such results as the farmer households have the stronger wish to transfer their cultivated lands within the limited period by signing contract. And currently, the cultivated land transfer work tends to the standardization in the main grain production area, and the cultivated lands after transferring are mainly used in the agricultural production. Nevertheless, in the process of the cultivated land transfer, some new problems have been revealing: the joint-stock cooperative enterprises have still not developed, the individuals inflowing massively the cultivated lands have no explicit plan on how to operate and manage the lands, and at the same time, they are lack of funds, technology and information during transforming the production and operation structure. In view of the facts, the article puts forward some suggestions.
