Abstract :
This paper presents a new wavelet/subband based scalable video coding scheme which is suitable for very low bitrate transmission. We consider a system for video with moderate motion such as the video phone. In our scheme, efficient scalable encoding/decoding is made possible by using uniform quantizers with varying thresholds (UQT). We also propose a bit-plane encoding scheme which exploits the sparse distribution of pixels with significant values in wavelet transformed prediction errors of the video sequence. Simulation results show that the coding performance of this scheme at very low bitrates is very good
