Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

According to the Standard Classification of Education by UNESCO, the higher vocational education belongs to ISCED 5B. The training objectives of vocational and technology institutes are characterized by open tasks according to the “occupational spectrum” theory, which mainly train the comprehensive vocational ability in a certain vocational area and general practitioners skills in that area, meanwhile, it doesn´t exclude training some oriented job skills.
