Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The Central Committee has explicitly announced that it is necessary to consolidate and develop unswervingly the public sector of the economy, play the leading role of the state-owned economy, as well as encourage, support and guide the non-public sector of the economy comprising self-employed and private businesses to allow both of them mutual promotion and common development in the process of the socialist modernization drive. It, however, should be noted that the development of non-public economy still faces a number of environmental problems and difficulties. This paper will probe into the existing problems to explore the cause of them mainly in terms of attitude and concept, market access and financing channel as well as equity of law and regulation enforcement.
