Academic evaluation provides the academic innovation with an exterior academic environment, and is also a restriction of the academic innovation. Academic innovation provides the condition and guidance for the innovation of academic evaluation, which are interrelated and mutually affected. The academic evaluation system featuring quantitative estimation on University teachers in our country accelerates our national academic development and innovative improvement. The assured systematical environment was provided for the establishment of a scientific university academic evaluation system and the improvement of the university academic innovation through the following ways as: the establishment of the modern university system under the auspice of the government, the running of the university with community as a third party, and the returning to the nature of universities as an academic organization and so on.
