Abstract :
According to the Motivator-hygiene theory, the incentive program in university in economically developed region could be divided into motivator factors and hygiene factors. The hygiene factors cover material, campus cultural environment, respect, education and training program. And the hygiene factors covers target incentive, achievement incentive and honor achievement. Among the hygiene factors, the attitude and service awareness of logistics department and administrator are the worst, followed by unhumanized and unfair rules, salary, and interpersonal work environment. The teachers are not satisfied with the above factors; relatively they are satisfied with the other factors. Among the motivator factors, the effect of the factors is clear. The effect of the factors is very strong except the challenging job and the honor awards. The effect of hygiene factors is clearly weaker than the effect of motivator factors. The working hardware and software of university teacher are very poor. The teacher´s pursuit to achievement and target is from the strong desire of self-actualization. The teacher´s work enthusiasm is from their own expectation, not from the university´s incentive program. The low standard and implementer´s level may results to the bad effect of hygiene factors. And the bad effect of motivator factors may results from the unreason program or the unfair implementation.
