Previous research usually study the R&D investment from internal corporate governance factors, but Chinese enterprises, especially state-owned enterprises´ R&D investment is more affected by external institutional environment which are often be ignored. Combined with China´s specific institutional environment, the paper analyses how government intervention, financial market development and intellectual property protection system impact the state-owned enterprise´s R&D investment. The result shows that:(1)The government intervention has a significant negative impact on the R&D investment in the state-owned enterprises, but has relatively weak effect in the non-state-owned enterprises,(2)The financial market development has a significant positive impact on the R&D investment in the non-state-owned enterprises, but has relatively weak effect on the R&D investment in the state-owned enterprises, (3)The intellectual property protection has a positive impact on the R&D investment in both kind of enterprises.
