After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In this paper, we construct the measurement model with the six central provinces 2000-2009 panel data, and derive the provincial effects from the technical options for the upgrading of industrial structure. The conclusion illustrates the technical options play an important role in promoting the upgrading of industrial structure and regional economic growth. We believe only by combining elements of structure in the region and under the premise of being able to absorb new technologies and developing heavy industry. Then a modest capital deepening, raising capital labor ratio can promote the upgrading of industrial structure and achieve the growth of regional economy.
