Abstract :
This paper describes a strategy for evolving a whole systems modeling capability, a key enabler of whole systems architecting and engineering. The strategy responds to a presumed need for ldquo100,000 exemplars, world-wide, by 2015, performing whole systems modeling at ten-fold better productivity and innovation than the norm today.rdquo A strategy for evolving to his capability was formulated and evaluated by fifteen senior systems engineering practitioners. They identified impediments to serving the need, nominated opportunities and resources for coping with the impediments, then estimated the likelihood that the foreseen opportunities and resources would be sufficient. Additionally, the group reflected on the possible errors in their findings. A more comprehensive engagement to validate the intent then refine the strategy is recommended.
