Abstract
The purpose of this work is to describe the regulatory process, specifically: (1) Who decides what the rates will be and how? (2) Can industrial users participate in the process, and, if so, how? (3) What basic factors determine the rates? and (4) What are some of the current issues that could affect future electricity rates? Some of the key issues being debated today that have had or may have an impact on electric rates include: (1) imprudence, (2) used and useful, (3) cost sharing, (4) phase-in, and (5) innovative rates. Each of these issues is briefly examined
