  • Abstract
    This paper presents a flexible channel assignment using linear programming (FLEXCA-LP) and effective call control methods for multi-spot beams in the service link of non-geostationary orbit mobile satellite service (non-GSO MSS) systems which do not require regenerative transponders. The FLEXCA-LP gives a solution to efficient channel assignment even for moving spot beams and time-variant traffic loading for a huge network providing global coverage. The column generation technique is also applied to further improve the channel assignment results. The GOS of the channel assignment results is measured by a simulation study to make the GOS of on-going calls better than that of fresh calls. We propose some effective use of GOS control techniques for non-GSO MSS systems. These techniques are evaluated by a simulation study. Under time-variant conditions, we show a practical way of using FLEXCA-LP and GOS control techniques for a non-GSO MSS operation planning
