Abstract :
An outline is presented of factors involved in mitigating PCB problems. These factors cover the following topics: understanding EPA regulations, such as the requirements of the EPA spill policy, the fires rule, the less-than-50-p.p.m. rule, and the notification and manifesting rule; determining the present situation by performing a risk appraisal to study each PCB-containing device to determine service record, fluid integrity, spill consequences, outage requirements, electrical and mechanical condition and current application; assessing the corporate attitude to determine if the company has a management attitude geared toward environmental issues, PCBs in particular; and studying the options, which range from doing nothing to retrofill or retrofit. A brief discussion is presented of the evolution of present EPA PCB regulatory requirements. Options for managing PCBs are also described
