With the accelerating process of industrialization, China is currently facing a series of resources issues, environment issues and social issues, environment, increasing pressure. If you do not take strong measures, energy conservation and environmental protection objectives may not be realized. In formulating economic and social development planning must follow the economic law and natural law, give full consideration to the pressure on resources and the environment; in dealing with environmental and economic issues must be the conflict between economy and ecology are unified. Therefore, in dealing with economic issues associated with environment, an unity must be established among these conflicting aspects, hence a desirous compatibility of economic development with environment.
