Anchored in the new understanding of urban transportation system and aimed at the characteristics of the old urban area, the necessity of developing bicycle transportation in old urban areas was analyzed from the perspectives of enhancing general city image, protecting and developing cultural relics, promoting tourism industry, enlarging road network capacity and facilitating the trips of bicycle riders. In addition, the development principles and requirements for bicycle transportation system were advanced based on the analysis of the current situation of the bicycle transportation system in the old urban area. Exemplified by the case study on Xi´an Ming City Wall Area, the paper also proposed the working procedure and the route selection method for the development program of bicycle lane transportation, so as to construct a system that stresses tourism purposes but without turning blind to the traveling needs of city residents. Meanwhile, in order to guarantee the normal operation of bicycle lane system, the transportation organization method was put forward, and suggestions were made for the establishment of corresponding utilities.
