Abstract
Aiming at the current situation of bridge management, the thought of safety control management for the full lifetime of bridge from construction control is put forward. This thought highlights the construction information that may bring influence to the internal forces of finished bridge, and takes any after costs into consideration of the maintenance plan, including management cost, user cost, social cost, so as to minimize the total expense of the maintenance plan.
