The administration of universities affects the realization of the idea of universities which center on academic freedom and university autonomy. Highly centralized management is the root cause of the administration of universities, accelerating by the concept of “official standard”. Regressing to the essence of university is the fundamental path to de-administration of the university. Under the existing conditions, there are three tactics we can carry out: reconstructing the relationship between universities and the government and promoting the educational administration system; changing the administrative mode of management and establishing modern university system; improving university governance to make the right of the executive power and the academic authority each performs its own functions.
