After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This article from the private economy on a huge driver of local economic development and private capital is the main source of funding of the private economy to start, for the status of nongovernmental funds, In the use of private capital and the development of different aspects of private investment with the rapid development of private economy in Zhejiang Province were compared, to find private capital to industrial capital in the transformation of the problem, private funds raised to accelerate the transformation of industrial capital, promote the revitalization of old industrial base of Liaoning some countermeasures and suggestions.
