After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper outlines the trajectory of international planning and design practice in China, focusing on the post-reform era, and challenges and problems that manifested. It shows the initial focus on new concepts and material consideration of space in inviting international practice, and the recent local concerns of a more environmentally and culturally sensitive practice. The paper highlights the qualitative dimension of China´s demand for international planning and design services. The paper suggests a more participatory approach of international practice that offers deeper engagement between international practitioners and Chinese local people.
