Because grade evaluation is an essential teaching link to test and improve students´ creation, and also it is an important means to instruct students to study actively and creatively, the reform of the methods of grade evaluation is a challenge to the traditional concepts and standards of talent evaluation. In this paper, first, many excellent operation methods, notions of evaluation and technical means are found to be useful for reference in British and American college course grade evaluation through consulting many correlative materials, so the paper deals with the advanced concepts from such different aspects as the composition of course grade evaluation, means of enforcement, agencies for management, evaluation bodies, score feedback, etc. in the two countries. Then a questionnaire is made in four colleges in Changchun City and the shortcomings which exist in college English course grade evaluation at present are revealed and discussed at length. Finally the corresponding improvement methods which have been put into practice and shows feasibility in reality are proposed with the expectation to boost the development of higher education in China.
